The position reports directly to the Chief Executive Officer and is responsible for provide high level technical and investigation management advice to the CEO and Board as required to meet PNG Legislation requirements and international obligations for maritime and aviation accident and incident investigation.
KEY ROLES & RESPONSIBILITIES
- Provide high level technical and investigation management advice to the CEO and Board as required to meet PNG Legislation requirements and international obligations for maritime and aviation accident and incident investigation.
- Assist the CEO and HR Officer to identify and select suitably qualified and experienced PNG citizens for investigator positions, including senior investigation leadership/management roles.
- Manage the AIC’s overall investigation workload through oversight of the AIC Investigation Division staff.
- Provide guidance and mentoring to the AIC Investigation Division staff in aspects of safety investigation.
- Mentor AIC Investigation Division staff to build capability to conduct in-house training as required.
- Ensure Investigation Division deliverables are met or exceeded, and outputs meet the high standards required by the CEO and Commission, and in investigation activities meet or exceed the International Standards, including timeliness.
- Conduct appropriate liaison with aviation industry stakeholders including operators, maintainers, manufacturers, and Government agencies including Foreign Government agencies.
- Provide leadership in the on-going development, understanding, and implementation of AIC policies and procedures, and train investigation division staff to carry this forward independently.
- Assist in the preparation of investigation reports, safety recommendations and safety action statements, briefing papers, media releases, and presentations.
- Provide relevant technical input to the Corporate Plan, Annual Reports, Media Releases, legislation amendments, and other technical documents, as required by the CEO or Commission, draft Ministerial submissions and speeches to Parliament.
- Maintain an acute understanding of the relevant PNG legislation and International Standards, and AIC Investigation Policy and Procedures.
- Conduct annual Performance Appraisals of Investigation Division staff for review and acceptance by the CEO.
- Other duties as directed in support of the CEO and Board.
REQUIRED QUALIFICATION, EXPERIENCE, SKILLS & KNOWLEDGE
- Tertiary Qualification in an aviation related or engineering field with significant operational experience in the aviation or maritime industry.
- Significant aircraft or maritime accident and incident investigation experience as an investigator-in-charge, with experience managing large teams on complex and high-profile investigations.
- Training and experience in Management and leadership in a similar organization.
- Have training qualification(s) and instructional experience, with the ability to provide coaching and mentorship to investigators at different levels.
- Experience developing and managing and training programs following ICAO Standards.
- Experience in planning, developing, and implementing investigation policies and procedures.
- Demonstrated knowledge of, and experience working to, the ICAO or IMO International accident and incident investigation standards.
- Proven ability to work as an individual or as a member of a multi-disciplinary team and work effectively in cross-cultural environments.
- Comprehensive knowledge experience using MS Office Applications (Word/ Excel/ PPT etc.) and investigation software.
- Well-developed oral and written communication skills, with a demonstrated ability to compile concise, logical, considered and technically correct investigation reports meeting the ICAO reporting requirements and standards.
- Demonstrated ability to draft Media Releases, Ministerial submissions and speeches to Parliament, and high-level correspondence.
- Proven ability and experience liaising with aviation industry stakeholders including operators, maintainers, manufacturers, and Government agencies including Foreign Government agencies. Demonstrated ability to represent the AIC at meetings, conferences and other forums, making speeches and presentations on relevant topics.
- Proven high level of integrity and dependability, demonstrated application of strong ethical values, and drug free and sober habits are essential.
DETAILS ABOUT THE POSITION
This is a 3-year contract position based in Port Moresby, Papua New Guinea. The position is open to Papua New Guinea and Foreign Citizens.
