Email NowDescription of the Position: As a key member of the Management team, the Legal Officer reports directly to the Chief Executive Officer. The successful candidate will assume a strategic role in the overall management and advisory role of the PNGAIC legal matters and challenges.
Key Accountabilities:
- Providing legal advice to the Board, CEO and the Management.
- Researching and analysing statutes, decisions, legal articles, and providing professional written and oral legal advice to AIC Board, managers, and officers.
- Drafting legislations, MOUs and other legal instruments.
- Conduct projects that may result in the drafting of legal guidance, amendments to Acts and Rules/Regulations affecting the Commission, and conducting legal research on topics related to the AIC’s core business
- Provide legal advice on the Annexes to the Convention on International Civil Aviation and AIC compliance requirements.
- Represent the AIC on all legal matters and appear for AIC in administrative tribunals, arbitration tribunals, court hearings and dispute settlements.
- Provide legal advice in support of the AIC’s core business, transport accident and serious incident investigation.
- Provide legal advice including on AIC Corporate, Financial, Human Resource Management, and Information Technology matters.
- Other duties as directed in support of the CEO and Board.
Minimum Qualification/Requirements:
- Bachelor of Laws Degree with more than 5 years post admission experience, and a registered member of PNG Law Society.
- Proven experience researching and analysing statutes, decisions, legal articles, and providing professional written and oral legal advice to AIC Board, managers and officers with a proven strong sense of urgency and results orientation.
- Demonstrated ability and proven experience drafting legislation and other legal instruments, and liaising with the State Solicitor and other relevant legal entities.
- Proven legal representational experience and demonstrated ability to appear in administrative tribunals, arbitration tribunals National and Supreme.
- Well-developed oral and written communication skills, with a demonstrated ability to compile concise, logical, considered and technically correct reports meeting Public Service and Legal reporting requirements and standards.
- Demonstrated ability to represent the AIC at meetings, conferences and other forums, making speeches and presentations on relevant topics.
- Demonstrated interpersonal skills of a high order, having a cooperative and supportive attitude and ability to learn and work as an individual or as a member of a multi-disciplinary team. Ability to liaise with a variety of individuals and organisational representatives from differing cultural backgrounds.
- Demonstrated experience using MS Office Applications.
