Mr. Hubert Hanjause Namani, LLB

Chief Commissioner and Chairman of the Board

Mr. Hubert Namani has more than 20 years of legal experience and is the Principal of Namani and Associates law firm in Papua New Guinea, holding the overall responsibility of all legal matters handled by the Practise.

Mr. Namani holds the following affiliations amongst others: PNG Law Society, PNG Chamber of Mines & Petroleum, PNG Business Council, Indigenous Business Council – Honorary Lawyer to the Council New Zealand Alumni Network, and Pacific Islands Business Network.

Since his appointment as Chief Commissioner and Chairman of the AIC Board in March 2017, Mr. Namani has worked closely with the heads of independent accident investigation authorities from other States including Australia, Canada, New Zealand, Singapore and the United States of America.

Under his leadership the AIC has become one of the 18 members in the World of the prestigious International Transport Safety Association (ITSA) and achieved significant milestones such as the implementation of State-of-the-Art technology for Flight Recorders readout and the development of Memorandums of Understanding for accident investigation support and assistance to other Pacific States.

Captain Andui Mana Koralyo

Commissioner

Captain Andui Koralyo commenced his aviation career in 1981 when he commenced and undertook part time pilot training at the South Pacific Aero Club in Port Moresby.

Captain Koralyo was the first Papua New Guinean in obtaining a New Zealand Commercial Pilot Licence with multi-engine endorsement and Instrument Rating (second class) in 1985. Since that year, Captain Koralyo has been flying commercially in PNG, accruing about 16,500 flight hours with different air operators including Talair, Nationair, National Jet systems, South West Air, PNG Air, Air Niugini and Government Flying Unit, in a variety of aircraft including single engine, multi engine and jets such as Bn2, PA 30, BE76, E110, BE20, DH7, DH8 and F28.

Amongst his qualifications, Captain Koralyo has participated in numerous safety related training including Flight Data Recorders, Safety Investigation, Onsite Hazard, Aviation Crisis Management and Safety Management and performed functions specifically related to aviation safety and investigation, performing the role of Flight Safety Officer for Air Niugini between 2012 and 2017.

Captain Andui Koralyo was appointed as Commissioner of the AIC on 3rd December 2018.

Captain Aria Ray Bouraga, MBE

Commissioner and Deputy Chairman

Captain Bouraga is one of the pioneers of civil aviation in Papua New Guinea. He commenced his trajectory in 1966, as one of 52 candidates that applied to join the Papua Aero Club for pilot training, and was one of the only two who completed the program successfully, obtaining a Commercial Pilot Licence.

From 1968 to 1975, Captain Bouraga flew for Papuan Airlines and Ansett Airlines. Since its inception in 1975 Captain Bouraga flew with Air Niugini until his retirement in 2009, accruing more than 22,500 flight hours in different types of aircraft including Cessna, Twin Otter, Skyvan, DC-3, F27, F28 and F100.

Captain Bouraga was the first Papua New Guinean to fly a Jet Aircraft, completing the training and being endorsed on F28 in 1977.

He was also one of the initiators of the Air Niugini National Cadet Training Scheme, in 1994.

In recognition of his dedication to the development of civil aviation in Papua New Guinea, Captain Bouraga was appointed as a member of the Most Excellent Order of the British Empire in 1993.

Captain Aria Bouraga was appointed as Commissioner and Deputy Chairman of the AIC on 11th December 2018.
